HP TrueVision HD camera service Stopped and set to Manual startup mode

I have a HP Pavillion dm1 Notebook with Windows 7 Home. The HP TrueVision HD camera does not work for past 1.5 years. I searched this forum for solutions, however, I have not come by any.

Problem:

1) YouCam settings -> Capture Device:
I choose HP TrueVision HD and click OK.  I repeatedly see the message "Cyberlink YouCam found a new webcam (HP TureVision HD). Do you want to begin using it?". Upon clicking Yes, I receive another message "Cyberlink YouCam cannot connect ...". I noticed that YouCam resets the Capture Device field to "empty" (nothing selected).

2) Device Manager:
(a) I see HP True Vision HD under Imaging Devices, and Cyberlink WebCam Virtual Driver under Sound, video, and game controllers section.
(b) Checked the Properties of both these items and the Device Status reads "This device is working properly."

3) Click fn+Esc  -> Advanced (System Information window) -> System Summary -> Software Environment -> System Drivers:
I noticed that the USB Video Device (WDM) (\windows\system32\drivers\usbvideo.sys) is set to the following values:

Started = No
Start Mode = Manual
State = Stopped
Status = OK

I do not know how this got stopped. I remember my webcam worked 1-2 times and I do not remember if and how I stopped it from working.

4) Windows Services:
Does not display the Video Device service. Displaya Audio services but not Video.

My questions is:

How do I start the USB Video Device driver / service and set it to automatic startup? One article on the Internet search mentioned starting this driver through the Registry, but there is no mention of any steps of how to do so.
